Mayor Joy Cooper

As Hallandale Beach's first directly elected mayor, I welcome you to our city's website. When I was elected to the commission in 1999, I aimed to create an effective and efficient "E" government. Our new website is the culmination of the hard work of our staff and business partners. With your input, we have produced a user-friendly site to serve all our residents. I hope you find this service invaluable to access all our departments and programs. Please contact me with any further information you may need anytime.

Mayor Joy Cooper was first elected to the Hallandale Beach City Commission in 1999. She has served as commissioner and vice mayor and is the first directly elected mayor in the history of Hallandale Beach. She was born in Trenton, New Jersey, and grew up as one of six children in Levittown, Pennsylvania. Mayor Cooper has owned property in South Florida since 1985 and made Hallandale Beach her full-time home in 1991. She is married to Dr Harry Cooper for over 34 years. They are the proud parents of three children: Jaime, 40, Alana, 33, and Matt, age 28. She and Harry are the proud grandparents of Justin, age 11, and twins Derek and Isabell, who are two years old.

Mayor Cooper is the past President of the Broward League of Cities and has served actively on their board since being elected to the Hallandale Beach Commission. She has also served on the Florida League of Cities Board in many positions and is a past president.

Mayor Cooper is a Trustee of the U.S. Conference of Mayors and Co-Chair of the USCM Water Council. She was appointed to the Advisory Board in 2007 and is a past Chair of the USCM Woman’s Caucus.

Mayor Cooper is a past President of the Broward League of Cities and has served actively on their board since being elected to the Hallandale Beach Commission. She still serves on their Executive Committee and Finance Committee. She has also served on the Florida League of Cities Board in many positions and is one of its past presidents. Mayor Cooper is one of two elected officials on the Florida Redevelopment Association Board of Directors. Mayor Cooper was selected to serve on the National League of Cities Board of Directors in 2011 and served for two years.

Mayor Joy Cooper was one of the original signatories of the U.S. Mayors Climate Protection Act in 2005. In addition to working towards improved communications between city government and all constituents, her goals include keeping Hallandale Beach “Clean & Green.” She is always accessible 7/24/365 to serve all stakeholders in Hallandale Beach.

In her spare time, she enjoys volunteering at our local schools, traveling with her family, cooking, tennis, golf, skiing, snowboarding, and boating.
