YOUTH SERVICES
The Youth Services Section provides services to children up to 17 years old. A Youth
Services Supervisor and Social Worker are available to provide services. Individuals
who request assistance through Youth Services are required to participate in
an intake and assessment process, and must show proof of identity, proof of
address, income verification, proof of citizenship or legal residency status and any
other documentation that will show proof for requested services.

COUNSELING
Individual, group, and family counseling, parenting, anger management and
conflict resolution workshops are available for youth and adults. For more information,

The Human Services Department administers a comprehensive after school educational program for children for kindergarten through middle school. The Hepburn Center's After School Program provides quality services for children. Certified teachers, homework assistance, tutoring, cultural enrichment, Performing Arts and counseling services available.
The program operates during the school year from 2:00 pm to 6:00 pm Monday through Friday at the Austin Hepburn Center.
One Time Annual Fee
$200 per child for Hallandale Beach Residents
$400 per child for Non- Residents
Money Order or Cash Only

The program is funded by The Friends of the Hepburn Center, Inc; The City of Hallandale Beach and Broward County Community Development Block Grant and Children Services Council of Broward County.

THE FOLLOWING ARE MANDATORY DOCUMENTS THAT MUST BE PRESENT AT YOUR APPOINTMENT:
- One Time Annual Fee $200 per child for Hallandale Beach Residents - $400 per child for Non- Residents Cash Only
- Child’s Birth Certificate
- Last 4 Digits of Child’s Social Security Number is Required
- Parent’s Official State ID, Driver License
- Proof of Residence (water bill, FPL, etc.)
- Proof of Guardianship (if applicable)
- Most recent report card or official document from the school showing current grade level and any academic/special difficulties we should be aware of.
- Proof of ALL Household Income for Previous Calendar Year or Past 12 months Income verification
- 2021 Income Tax Return w/W-2 Forms (with Schedule C if self-employed)
- (3) most recent and year to date paycheck stubs (Collection of the family)
- Free or Reduced School Lunch Program Verification
- Supplemental Nutrition Assistance Program (SNAP/ Food Stamp) Verification
- Unemployment Compensation Records
- Public Assistance records (TANF, W.A.G.E.S.) with amounts and dates received
- Medical Verification
- Supplemental Security Income records (SSI)
- Veterans benefits records

The City operates a Summer Youth Cultural Enrichment Program through the Human Services Department from June – August for residents and non-residents in grades VPK-8th, from 8:00 am – 5:30 pm.
There is a $250 registration fee for residents, a $400 registration fee for non-residents. Cash and Money Orders Only. No Refunds (limited space available).
Activities include but not limited to:
Academic Studies, Swimming Lessons, Field Trips, Cultural Enrichments, Arts, Crafts, Chorus and Dance.

Voluntary Prekindergarten Education Program
This is a free prekindergarten for all 4-year-olds regardless of family income. The Voluntary Prekindergarten Education Program -- or VPK -- prepares early learners for success in kindergarten and beyond. This program is funded by the State of Florida. VPK certificate must be obtained to apply.
To be eligible, children must live in Florida and be 4 years old on or before Sept. 1 of the current school year. Effective July 1, 2016, a new law lets parents whose children are born between Feb. 2 and Sept. 1 of the calendar year postpone enrolling their 4-year-old until the following year when their child is 5.

Come and join us for a week of activities, fun, and field trips at the Hepburn Center ASP Spring Break Camp. Open to students in grades VPK through 8th and camp runs 8:00 a.m. to 6:00 p.m.

HOLIDAY FOOD AND TOY DRIVE
The Department in collaboration with the Hallandale Beach Police, Fire Department and other charitable organizations provides food and toys for needy families for the Thanksgiving and Christmas Holiday Season.
