Utilities coordinates water plant activities for water production, treatment and distribution. It ensures that the needs of the City for potable water and fire protection are met continuously.

This Division also ensures the sanitary collection and disposal of waste-water throughout the City.

This Division also ensures that storm drains are kept clean and oversees the continuous monitoring, sampling, testing and survey work to comply with mandatory Environmental Protection Agency (EPA) standards set forth by the National Pollutant Discharge Elimination System (NPDES) regulations.

Street Maintenance is responsible for maintaining all City-owned streets. Its duties include street repairs and rehabilitation, making cuts for utility line or pipe installation, replacing or repairing informational signs, repairing or replacing City-maintained sidewalks and gutters, and installing and repairing street banners city-wide.

Street Maintenance also services the street lights that are owned by the City. To report a streetlight issue please follow this link to the MyHB website or download the App. 

If you are reporting an issue pertaining to a traffic sign or a traffic light, the Broward County Traffic Division should be contacted at (954) 484-9600.

All other inquiries should be directed to the Department of Public Works at (954) 457-1616. You may also report your concerns (potholes, street lights out etc) online at the MyHB website or on your phone by downloading the MyHB app.


Sanitation Services is responsible for the collection and disposal of both commercial and residential garbage and the recovery of recyclable materials. These services also include bulk trash and yard waste collection.

The goal is to provide customers with convenient, quality services by keeping streets clean, reducing disposal fees, increasing recycling rates and maintaining a competitive rate. Sanitation Services also monitors the performance of private haulers in the City.

Flood Damage Prevention
  • The City has been proactive in mitigating flood issues and in disseminating information about flood protection to the residents of the City.
  • On November 20, 2006, the City Commission officially authorized the formation of a Floodplain Management Plan Committee to develop a plan, that focuses on the flooding challenges of the Hallandale Beach community.   • The City provides sand bags to its residents when a flood event is imminent.

Right-of-Way Permit Review

Engineering reviews permits for work performed in the City's right-of-way to ensure compliance with the City Code of Ordinances, Broward County Codes, Florida Department of Transportation, South Florida Water Management District, State of Florida Department of Environmental Protection and ADA requirements.

Engineering reviews and approves permits from utility companies to work in the City's right-of-way and supervises restoration work of utility companies.

Environmental Compliance

Engineering prepares studies and reports on environmental laws and regulations impacting the City. It prepares and obtains permits required by the Federal and State Environmental Protection Agencies and Broward County’s Department of Natural Resource Protection. It also works with Broward County for the protection and restoration of the City’s beaches.

According to the EPA, the National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point sources that discharge pollutants into waters of the United States. This program was designed to improve the quality of our water throughout the United States.

The City Cemetery is located on Northwest 6th Avenue between 7th and 9th Streets.
